Bristol became a unitary authority in 1996, combining city and county functions. The council is the sole LPA covering the city boundary. Bristol is part of the West of England Combined Authority (WECA) alongside Bath and North East Somerset, North Somerset and South Gloucestershire, which coordinates strategic spatial planning across the sub-region.

The tidal River Avon runs through the city centre and is a significant flood risk factor. The Severn Estuary - into which the Avon discharges - is a Special Protection Area (SPA), Ramsar site and Special Area of Conservation (SAC) due to internationally important migratory bird populations and habitat. Development near tidal areas, Avonmouth or the southern docks requires EA pre-application consultation.
