Babergh District Council

Babergh covers the south of Suffolk including Sudbury, Hadleigh and Lavenham. Babergh shares a joint planning team with Mid Suffolk. Lavenham is one of England's best-preserved medieval wool towns, with an extensive conservation area and a high density of Grade I and II* listed buildings.

East Suffolk covers the entire Suffolk coastline from Lowestoft in the north to Felixstowe in the south. Key planning considerations include: the Suffolk Coast and Heaths National Landscape across much of the coastal area; Sizewell nuclear power stations (Leiston); Orford Ness; coastal erosion (particularly around Dunwich and Pakefield); the Deben, Alde-Ore and Blyth Estuaries SPA/Ramsar sites; and significant RSPB reserves at Minsmere and Havergate Island.

Ipswich Borough Council is the LPA for the county town. Ipswich has a historic waterfront (Wet Dock, Victorian warehouses) undergoing major regeneration, an extensive town centre conservation area around the medieval street pattern, and significant tidal flood risk from the River Orwell. The Ipswich Vision strategy and Waterfront regeneration area are major planning frameworks.

Mid Suffolk covers the rural heart of the county including Stowmarket, Eye and Needham Market. The district shares a joint planning team with Babergh. Agricultural land quality (Grades 1 and 2) is a significant constraint in many parts of the district.

Key considerations include: Bury St Edmunds Cathedral and historic planned town centre; Newmarket Racecourse (Jockey Club safeguarding zones affect development near the gallops); Breckland heathland (SSSIs); RAF Mildenhall and RAF Lakenheath USAF base safeguarding zones; and the River Lark flood corridor.

The county council holds the Suffolk HER and provides archaeological advisory services. Suffolk has high archaeological sensitivity, particularly along the coast and in the Stour Valley. Pre-application HER searches are recommended for most development, and watching briefs or evaluation trenches are routinely conditioned on larger schemes.

Development within or affecting the NL requires consultation with the Joint Advisory Committee. The National Landscape has a Management Plan which is a material consideration in planning decisions.

Suffolk's coast is experiencing active erosion - Dunwich (once a significant medieval port) has lost much of its historic core to the sea. Coastal Change Management Areas (CCMAs) apply along vulnerable sections of coast. The Deben, Alde-Ore, Orwell and Stour Estuaries are SPA/Ramsar sites with strict Habitats Regulations Assessment requirements for development affecting them. Tidal flood risk affects Ipswich, Felixstowe, Lowestoft and many riverside settlements.

National Highways

National Highways manages the A14 (Ipswich-Cambridge strategic corridor, recently upgraded Huntingdon-Cambridge section) and the A12 (running north through Suffolk to Lowestoft). Development with access or traffic impact on these routes requires Transport Assessment and National Highways pre-application consultation. The A14 is a critical freight route between Felixstowe Port and the Midlands.

The Sizewell C Development Consent Order (DCO) process is underway with significant implications for the local road network, housing and infrastructure.

Newmarket's training gallops and the racecourse are safeguarded by West Suffolk Council's planning policies. Development that could disturb horses, affect sight lines over the gallops or introduce conflicting uses near the racecourse is resisted. This is a material planning constraint across significant parts of Newmarket and its surroundings.

The National Trust manages Orford Ness (the largest vegetated shingle spit in Europe, NNR and SSSI) and Sutton Hoo (the Anglo-Saxon ship burial site, Scheduled Monument).
